Dive into a fascinating conversation with Doug Verboon, Kings County Board of Supervisor for District 3, as he unpacks the inner workings of county government and shares his vision for Kings County's future.

As a fifth-generation resident with deep roots in the Central Valley, Verboon brings 32 years of public service experience to the table. His family's journey from operating a hotel in pre-Corcoran Angiola to farming the same land his ancestors worked provides a compelling framework for his commitment to community stewardship.

The transformation of Kings County's abandoned hospital into a comprehensive behavioral health facility stands as a testament to effective governance. This innovative renovation has become a blueprint for future county building projects, showcasing how thoughtful repurposing can honor history while meeting present-day needs. Similarly, the new KART station nearing completion in downtown Hanford represents years of persistent advocacy and creative problem-solving.

Transportation infrastructure emerges as a critical focus, with Verboon revealing how his roles as Amtrak San Joaquin Chairman and member of regional transportation committees have helped secure millions in funding. The recent $2 million grant for the Grangeville Boulevard crossing study addresses one of the community's most pressing traffic concerns. Meanwhile, progress on the Houston Avenue bridge replacement demonstrates the complex dance between local needs and federal requirements.

Homelessness presents multidimensional challenges requiring balanced solutions. Verboon thoughtfully distinguishes between individuals seeking assistance and those resistant to intervention, highlighting partnerships with Kings County Action Organization to develop low-barrier shelters while maintaining community standards through no-camping ordinances.

Water management looms as perhaps the most existential threat to Kings County's agricultural economy. Though deserving its own dedicated conversation, Verboon emphasizes its fundamental importance to the region's future prosperity.

Well, I've been looking forward to this interview for quite some time and it's time to sit down with County Board of Supervisors.

00:03:44.164 --> 00:03:49.993
Area District Representative 3 for the Kings County Board of Supervisors, mr Doug Verboon.

00:03:49.993 --> 00:03:50.794
Welcome to the show, doug.

00:03:51.080 --> 00:03:51.663
Well, thank you, Rob.

00:03:51.663 --> 00:03:52.992
I really appreciate you doing this.

00:03:52.992 --> 00:03:55.425
It's important to the community to get the words out.

00:03:56.640 --> 00:04:01.231
Doug, you have been a longtime member of this community and you have quite an investment.

00:04:01.231 --> 00:04:05.526
Can you give us a little bit about your background and how you got involved in public service?

00:04:06.448 --> 00:04:08.371
So I've lived here my entire life.

00:04:08.371 --> 00:04:09.532
I'm 62 years old.

00:04:09.532 --> 00:04:13.058
I ran for school board in 1995.

00:04:13.058 --> 00:04:15.825
I ran for pioneer school and this is my.

00:04:15.825 --> 00:04:21.887
I'm going to start my 32nd year of being a politician and finished up my 31st.

00:04:22.947 --> 00:04:26.495
Like I said, I'm a fifth generation resident here in the Central Valley.

00:04:26.495 --> 00:04:33.569
My great-great-grandfather homesteaded down in the town called Angiola, south of Corcoran before Corcoran was there, with a hotel and stable.

00:04:33.569 --> 00:04:44.185
My great-grandfather came here from the Netherlands in 1906, stayed at that same hotel and was registered in a book before he raised his family and brought his wife over.

00:04:44.185 --> 00:04:56.002
He worked on a ranch that I own today, but he homesteaded down in Corcoran with a dairy farm, raised his family.

00:04:56.002 --> 00:04:58.932
My grandfather bought the ranch that my great-grandfather worked on in 1948 and raised his family.

00:04:58.954 --> 00:04:59.857
My grandfather didn't want to be a dairyman.

00:04:59.857 --> 00:05:03.687
He was a truck driver and then bought a farm when his marriage was falling apart.

00:05:03.687 --> 00:05:11.761
So he needed to stay home more and had two more kids, my aunt and my uncle and so I farm, been a farmer my entire life.

00:05:11.761 --> 00:05:15.028
I'm on my 20th year farming by myself, my family.

00:05:15.028 --> 00:05:23.153
I'm the only Verboon left here in the city of Hanford in the County of Kings, besides my kids, and I love giving back to the community.

00:05:23.153 --> 00:05:36.608
I've done it, I've had a good life and I think public service is a good deal to for people to do, and I always recommend it to people that are successful in life to at least give back two to four years to the community so they can share their experiences with policymaking.

00:05:37.870 --> 00:05:40.733
So the Kings County Board of Supervisors has been very busy.

00:05:40.733 --> 00:05:55.447
There's been a lot of issues out in the news and maybe quite a few not in the news, and I thought this would be a great opportunity to let us know what is it that the County Board of Supervisors is responsible for and what types of things are you working on currently?

00:06:02.310 --> 00:06:02.550
advisors is.

00:06:02.550 --> 00:06:05.423
You know, we're responsible for all things county and some of the stuff ties into the city and not everybody understands what we do.

00:06:05.423 --> 00:06:07.752
We're basically just make policy for things that are happening today.

00:06:07.752 --> 00:06:12.283
Right now, the biggest concern we have is a lack of water and coming up with that.

00:06:12.283 --> 00:06:20.021
But you know, here at the county we don't have a water department, so we're kind of on the edge trying to do things ourselves, and nobody really wants us in the water issues.

00:06:20.021 --> 00:06:27.995
But we also do things like go to fire department.

00:06:27.995 --> 00:06:28.656
You know we manage all the fires.

00:06:28.656 --> 00:06:30.565
We have automatic aid agreements with all of our communities Corcoran Avenel, hanford Avenel.

00:06:30.565 --> 00:06:37.192
We take care of theirs and we take care of Corcoran too, but we have automatic aid agreement with Lemoore and the city of Hanford, so that's always important.

00:06:37.192 --> 00:06:39.014
We want to make sure we have good equipment.

00:06:39.014 --> 00:06:47.795
We're always looking for grants for new trucks and we've increased our stations from one-man stations to two-man stations, and so that didn't exist.

00:06:47.795 --> 00:06:56.839
When I got on the board, the first thing I asked for in 2011, and I actually got assistance county supervisor CAO threw a book at me, told me to find the money.

00:06:56.839 --> 00:06:57.661
I said well, that's your job.

00:06:57.661 --> 00:07:00.939
So it took about 12 years to get that done, but we got it done.

00:07:00.939 --> 00:07:02.850
So your job.

00:07:02.850 --> 00:07:04.654
So it took about 12 years to get that done, but we got it done.

00:07:04.654 --> 00:07:05.576
So the firemen are safer now.

00:07:05.576 --> 00:07:08.083
Some of the things we do funding-wise we're always looking for funding to do things.

00:07:08.129 --> 00:07:09.774
You can see the old hospital.

00:07:09.774 --> 00:07:10.636
We did that.

00:07:10.636 --> 00:07:11.598
That was a great deal.

00:07:11.598 --> 00:07:14.110
We did it differently At that time.

00:07:14.110 --> 00:07:15.555
We had a hospital that was abandoned.

00:07:15.555 --> 00:07:16.918
It was an eyesore to the community.

00:07:16.918 --> 00:07:19.975
We didn't want to tear it down because people had history with it.

00:07:19.975 --> 00:07:24.324
So we found a builder that took it over and built it for us.

00:07:24.324 --> 00:07:27.254
We had it done in less than a year, very proud of that.

00:07:27.254 --> 00:07:30.048
And right now we have our old courthouses.

00:07:30.048 --> 00:07:35.757
So the new courthouse went up about eight, nine years ago and our old courthouses we exchanged.

00:07:35.757 --> 00:07:44.593
We gave them the property and they gave us the buildings back, even though it was on our site and our campus.

00:07:44.593 --> 00:07:46.336
Now they're ours officially, so we haven't utilized those buildings yet.

00:07:46.336 --> 00:08:07.764
So we're going to announce what we're going to do with those buildings, probably in October, at our State of the County event at Satachi Palace, which will be our second one open to the public to come to, and so we're going to take and repurpose those buildings and make them in office buildings so we can get more people on staff here, possibly bring other departments back on campus so we have more room.

00:08:09.112 --> 00:08:10.730
Another thing is we're always looking for funding.

00:08:10.730 --> 00:08:16.423
So at the county level as a supervisor, we just don't work as a board of supervisors.

00:08:16.423 --> 00:08:18.137
We sit on other policy stuff.

00:08:18.137 --> 00:08:34.128
So I sit on LAFCO Commission, which is built up from city and county people, and then I also sit on Kings County Associates to Governments, which is transportation issues and housing issues, which is based from city and county folks, elected officials.

00:08:34.128 --> 00:08:42.778
And then I also sit on CART, kings Area Rapid Transit, which is the CART buses, which is the same thing On Kings County Associates to Governments.

00:08:42.778 --> 00:08:49.623
I sit on the Policy Council, which is eight counties, and we look for transportation funding From that.

00:08:50.250 --> 00:09:06.578
I was appointed on to the Rail Commission years ago and then appointed on to Amtrak and so it's called the San Joaquin Valley JPA and I am actually right now the chairman of Amtrak San Joaquin for the next two years, and so we do a lot of stuff with Amtrak.

00:09:06.578 --> 00:09:08.811
I'm busy with all that stuff.

00:09:08.811 --> 00:09:13.942
I did an announcement at a graduation on Sunday in Stockton and we're looking for funding.

00:09:13.942 --> 00:09:23.631
But with that group we travel to Sacramento once a year and we travel to DC once a year and we lobby for funding for all eight counties together.

00:09:23.631 --> 00:09:28.269
So we're more powerful and so over the last four years we became pretty strong.

00:09:28.269 --> 00:09:30.494
We have a really good group with people from Merced.

00:09:31.235 --> 00:09:36.397
San Joaquin Kern County doesn't participate with elected officials, but they are there.

00:09:36.397 --> 00:09:42.414
But we were in the White House last year and we applied for some funding for Highway 99.

00:09:42.414 --> 00:09:46.302
We applied for funding for a rail station in Madera for Amtrak.

00:09:46.302 --> 00:09:54.207
We also have a rail station coming here for new high-speed rail that possibly will be Amtrak in the long run on Lacey Boulevard.

00:09:54.207 --> 00:10:03.152
So we got that done and also at a meeting about six years ago when they said they had money available for rail mitigation, for decongestion, for rail crossings.

00:10:03.914 --> 00:10:12.118
So at the time we had a city council member from Hanford on a policy council and I said, hey, you need to speak up for this money and he didn't do anything.

00:10:12.118 --> 00:10:21.234
So I went to this last two years I went to Mario Suentes and I said, hey, I need all the information you got on this application for this rail decongestion money.

00:10:21.234 --> 00:10:28.345
Anyway, on Friday we received $2 million to do a study to see if we can do another crossing at Granville Boulevard.

00:10:28.345 --> 00:10:33.097
So that's exciting to see and I hope we can get that done.

00:10:33.097 --> 00:10:33.980
It's the start.

00:10:33.980 --> 00:10:41.716
It's going to take a lot more than $2 million, but you know, anytime that you're at the table you can tell your story.

00:10:41.716 --> 00:10:42.519
So I'll be back there.

00:10:42.519 --> 00:10:53.789
Senator Padilla is the one that put that in his budget, so we're going to make sure he's thanked and then hopefully get that project done.

00:10:54.409 --> 00:10:54.971
Yeah, every little bit helps.

00:10:54.971 --> 00:11:04.182
I know a lot of people are concerned about the congestion around the traffic signals in Hanford, and be it Flint, fargo, grangeville, downtown.

00:11:04.182 --> 00:11:08.741
It's quite an operation, but that's much appreciated.

00:11:09.269 --> 00:11:11.678
Yeah, and it doesn't really come from a problem in Hanford.

00:11:11.678 --> 00:11:13.297
It comes from a problem in Stockton.

00:11:13.297 --> 00:11:20.918
So it's called the Stockton Diamond and it's where Southern Pacific and Santa Fe meet and they have to take turns crossing it.

00:11:20.918 --> 00:11:23.860
So if a train has a problem then it backs it up.

00:11:23.860 --> 00:11:29.413
It can back up clear into the middle of Utah from that spot or clear back in the desert of Arizona.

00:11:29.413 --> 00:11:38.196
So we're trying to get we got funding for that too, so that project's being started as well and we're doing double, double tracking from Turlock to Ceres and we're always looking for money for double tracking.

00:11:38.950 --> 00:11:43.432
So rail is important because it also it divides the community when the rails stop.

00:11:43.432 --> 00:11:49.614
So we got to be on site and we got to be relevant and we got to make sure everybody understands our story.

00:11:49.614 --> 00:11:51.178
So it's difficult this year.

00:11:51.178 --> 00:11:54.854
We're going to go back in September, but we have a new administration.

00:11:54.854 --> 00:11:59.244
We have to make new friends, new personalities, new conflicts.

00:11:59.244 --> 00:12:00.952
We have to get through that.

00:12:00.952 --> 00:12:03.000
It'll probably be a waste.

00:12:03.000 --> 00:12:05.335
I think it might be kind of a wasted year.

00:12:05.335 --> 00:12:06.518
More or less touchy-feely.

00:12:06.518 --> 00:12:11.542
You only have about 25 minutes to introduce yourself and ask for what you want, but you leave your flyers.

00:12:11.542 --> 00:12:14.370
But it's the personality part that gets you.

00:12:15.032 --> 00:12:20.379
Last year we were in Biden's office and I told a story about who I am.

00:12:20.379 --> 00:12:37.278
I'm the guy that was fighting high-speed rail for 10 years and here I am now I'm the chairman of Amtrak and you know I need some funding for high-speed rail and also I need some funding for 99, because I go, I build custom Corvettes and I'm not driving my nice car near crappy-ass roads.

00:12:37.278 --> 00:12:44.875
So they called me back in and told me they were going to take care of me, and they did, and so that was September 10th and October 3rd.

00:12:44.875 --> 00:12:51.341
I got $81 million for all the projects I asked for, including on Friday, I got the $2 million for the Grangeville underpass.

00:12:51.341 --> 00:12:52.522
So that's exciting.

00:12:53.182 --> 00:12:53.984
That is exciting.

00:12:53.984 --> 00:12:55.965
I want to go back to two topics you brought up.

00:12:55.965 --> 00:13:03.917
One was the CART involvement, and we know that this massive station is being built downtown Hanford.

00:13:03.917 --> 00:13:04.559
It's looking great, by the way.

00:13:04.559 --> 00:13:05.102
Do you have any updates on?

00:13:05.123 --> 00:13:07.572
that we're going to open that up in December with a ribbon cutting.

00:13:07.572 --> 00:13:10.423
It's doing really well, I think.

00:13:10.423 --> 00:13:12.250
I'm trying to think what year we started that.

00:13:12.250 --> 00:13:23.961
I think we started that back in 2016, 2017, in the Obama administration, and Angie Dow, our administrator for CART, has been diligent, just trying to find money.

00:13:23.961 --> 00:13:25.875
We finally got funding for it.

00:13:25.875 --> 00:13:27.517
We had to buy the lots.

00:13:27.517 --> 00:13:29.956
We had to go through the whole process.

00:13:29.956 --> 00:13:31.120
It's beautiful.

00:13:31.120 --> 00:13:33.190
It's really changed the look of downtown Hanford.

00:13:33.190 --> 00:13:36.461
The buildings that looked nice before need to be upgraded.

00:13:36.461 --> 00:13:38.778
We've done pop-outs on the curbs.

00:13:38.778 --> 00:13:40.515
It looks really nice.

00:13:40.515 --> 00:13:41.995
I can't wait to see it done.

00:13:41.995 --> 00:13:45.153
Done pop-outs on the curbs it looks really nice.

00:13:45.153 --> 00:13:45.975
I can't wait to see it done.

00:13:45.995 --> 00:13:49.486
We had a deal with the old DMV building, which was a rehab facility not rehab, but a counseling facility.

00:13:49.486 --> 00:13:52.899
So they owned the building and they didn't want to sell.

00:13:52.899 --> 00:14:00.568
So Angie worked with the owners of the property and we long-term leased them part of our building and built it to spec to fit their needs.

00:14:00.568 --> 00:14:02.273
So they're already on site in there.

00:14:02.273 --> 00:14:06.100
So we couldn't tear that building down until they were already moved.

00:14:06.100 --> 00:14:07.783
We moved them.

00:14:07.783 --> 00:14:10.436
The building's gone and so that area is going to be a parking lot.

00:14:10.436 --> 00:14:12.662
But yeah, it's very impressive.

00:14:12.662 --> 00:14:17.442
I'm not sure who the architect was, but Angie Dow should take a lot of credit for that, and the board.

00:14:17.442 --> 00:14:19.376
That's really going to change the look of Hanford.

00:14:20.120 --> 00:14:39.537
Yeah, we had an interview with Heather Corder and their staff there at the CART facility a few years ago when they were just getting started and people were wondering you know what's going on here and people can drive by now and there are some parts of that building that look like it's been there for years and kept in really great shape, so appreciate the extra effort that they've done on that.

00:14:39.537 --> 00:14:44.690
I want to also go back to the old county hospital remodeling Again.

00:14:44.690 --> 00:14:55.019
That is just a tremendous transformation of an old building that many people thought was not ever going to happen, and what kinds of services are offered in that building now?

00:14:55.409 --> 00:14:56.332
That's all behavior.

00:14:56.332 --> 00:14:59.697
Health is in there and, I think, some HSA stuff.

00:14:59.697 --> 00:15:03.434
So anybody that's you know, having homelessness issues, mental health issues all our staff is right there and I think, some HSA stuff.

00:15:03.434 --> 00:15:05.933
So anybody that's uh, you know, having homelessness issues, mental health issues all our staff is right there.

00:15:05.933 --> 00:15:08.000
There's some nice uh rooms in there.

00:15:08.392 --> 00:15:11.895
It was a two story building with a basement and we made it a three story building that.

00:15:11.895 --> 00:15:13.225
They did a great job remodeling it.

00:15:13.225 --> 00:15:15.495
But yeah, it's, it's for me.

00:15:15.495 --> 00:15:23.475
It we we've had before, but you had to travel to different areas.

00:15:23.475 --> 00:15:25.263
Now it's a one-stop shop and it's very friendly to the eyes as you drive by and see that.

00:15:25.263 --> 00:15:27.731
Now it makes the round building look bad for the superintendent of the school.

00:15:27.731 --> 00:15:40.594
So I would like to copy that building in front of our complex here and also do the corner where the old sheriff's office is, and so once we have some funding, we'll tear down the old sheriff's office and build.

00:15:40.594 --> 00:15:49.734
I would like to do something that matches that building on the corner and maybe do a mixed multi-use so we bring in spots to rent with our services above it.

00:16:12.303 --> 00:16:18.246
That's going to be amazing about the low barrier shelter, but I know it's a huge concern for everybody in the county.

00:16:18.246 --> 00:16:21.408
What's been the chatter around the Board of Supervisors?

00:16:21.908 --> 00:16:28.071
Well, when it comes to homeless, it's very difficult because not one type of person is out there.

00:16:28.071 --> 00:16:38.543
It could be someone that lost their job or got divorced or even got into drugs, and so you've got to be careful when you go to meet these people and how you help them.

00:16:38.543 --> 00:16:49.842
People that are doing the drugs, the self-medicate, are very difficult People that have lost their job or had a bad week or lost their house or they want help, and that's the first step you need.

00:16:49.842 --> 00:16:51.936
You need someone that wants to help, to give them help.

00:16:51.936 --> 00:16:53.580
County of Kings.

00:16:53.580 --> 00:16:59.480
We did an ordinance called a no camping ordinance, along with the city, almost exactly the same.

00:16:59.480 --> 00:17:07.701
So before you couldn't go and it wasn't illegal to be camping on the streets, and it's not illegal to be homeless, so you had to be careful how you approach.

00:17:07.701 --> 00:17:15.422
So our behavior, health and HSA would always document, talk to them and try to get them help when they needed it.

00:17:15.422 --> 00:17:19.194
Once the no camping ordinance was done, we can get them off the street downtown.

00:17:19.194 --> 00:17:26.038
My job is we need to protect businesses and take care of the taxpayers and the business owners first, and then homeless.

00:17:26.038 --> 00:17:27.683
If they want help, we get them the help they need.

00:17:28.154 --> 00:17:31.423
Kings County Action Organization with Jeff Garner.

00:17:31.423 --> 00:17:32.467
They're doing a good job.

00:17:32.467 --> 00:17:33.695
He's really proactive.

00:17:33.695 --> 00:17:34.836
You know, with Jeff Garner they're doing a good job.

00:17:34.836 --> 00:17:35.798
He's had, you know he's really proactive.

00:17:35.798 --> 00:17:40.484
But it's difficult when you have someone that's not elected making decisions that affect elected.

00:17:40.484 --> 00:17:51.176
So he's made a couple of choices where he's put these little barrier shelters, bought property without talking to the elected official.

00:17:51.176 --> 00:17:53.299
So then we lose our job by not getting reelected because people think we're doing it and we're not.

00:17:53.299 --> 00:18:10.463
So Jeff's done a great job by working with us, and so we found a piece of property that he purchased out there on 10th Avenue in Hanford, Ramona, and so he has looking for funding to do a little barrier shelter, I think 200 beds and a food kitchen, a food bank, and so hopefully that comes to fruition.

00:18:10.555 --> 00:18:11.619
But it's difficult.

00:18:11.619 --> 00:18:20.065
Every community in the state of California and the United States has homelessness issues, and until they want help themselves, it's almost impossible to help them.

00:18:20.065 --> 00:18:28.750
And so the state had some rules where, you know, once you took them into your control, they had more rights than someone paying taxes or a business owner.

00:18:28.750 --> 00:18:36.686
So it was very difficult and we tried you know the sheriff worked with us we tried to take the old jail yard and let them stay there at night.

00:18:36.686 --> 00:18:41.686
And you know the stigmatism, and not in my backyard, nobody wanted it.

00:18:41.686 --> 00:18:44.865
You know everybody wants to help the homeless but nobody wants them near their house.

00:18:45.675 --> 00:18:49.461
So it's very difficult to handle and the city moves them.

00:18:49.461 --> 00:18:52.122
The county County doesn't do as much as the cities.

00:18:52.122 --> 00:18:57.266
Corcoran had a bunch of homeless and they picked them up and moved them back to Hanford.

00:18:57.266 --> 00:18:58.674
They said they were all from Hanford having a party in Corcoran.

00:18:58.674 --> 00:19:01.060
So now you got communities against each other.

00:19:01.060 --> 00:19:07.423
But they generally stay somewhere where they can be, where they have the food served at lunchtime, so they don't go too far away.

00:19:07.423 --> 00:19:13.250
But they're up all night, the crowds and around, and so we need to get a handle on it.

00:19:13.592 --> 00:19:18.392
But it's very difficult around and so we need to get a handle on it.

00:19:18.392 --> 00:19:21.136
But it's very difficult, totally understandable.

00:19:21.136 --> 00:19:21.718
A lot of stuff on the agenda.

00:19:21.718 --> 00:19:23.324
I've looked at those county board of supervisors agenda meetings.

00:19:23.324 --> 00:19:24.046
You had a meeting recently.

00:19:24.046 --> 00:19:25.991
You know you meet every what?

00:19:25.991 --> 00:19:26.413
Two weeks?

00:19:26.413 --> 00:19:26.934
Every two weeks.

00:19:27.016 --> 00:19:27.479
Every two weeks.

00:19:27.479 --> 00:19:32.525
I mean every Tuesday, every Tuesday, every Tuesday, unless we have a holiday on a Monday, then we skip that week.

00:19:32.615 --> 00:19:34.542
And those meetings are streamed, if I recall.

00:19:34.542 --> 00:19:36.895
Yes, they are.

00:19:36.915 --> 00:19:37.758
So you can actually watch the meetings.

00:19:37.758 --> 00:19:39.522
They're live streamed and they also have translator on site.

00:19:39.522 --> 00:19:41.759
On the website, you can listen to it in Spanish.

00:19:42.335 --> 00:19:47.201
So what are some things that the Board of Supervisors is looking forward to projects that they're working on?

00:19:48.015 --> 00:19:48.736
Well, the next project.

00:19:48.736 --> 00:19:52.840
We'll announce that at our State of the County which is coming up in October.

00:19:52.840 --> 00:19:54.942
Well, it's the second time we've had the state of the county.

00:19:54.942 --> 00:19:55.864
It's open to the public.

00:19:55.864 --> 00:20:01.310
We can allow 200 people and hopefully we can grow it in the future to have more people.

00:20:01.310 --> 00:20:07.673
I think people need to hear what we're doing.

00:20:07.673 --> 00:20:11.726
It's difficult because we can't talk about all the fun stuff, but what we have on the future is water.

00:20:11.726 --> 00:20:17.385
If we don't have access to water, we lose our income from the farming community and we go backwards.

00:20:17.385 --> 00:20:19.108
So we're fighting really hard to have water.

00:20:19.108 --> 00:20:24.907
Uh, we have, we got uh $3 million for a new fire station, a fire headquarters.

00:20:24.907 --> 00:20:29.859
So we've we've just started that and uh, grangeville underpass, which is city of Hanford.

00:20:29.859 --> 00:20:32.263
But we're going to support them as much as we possibly can.

00:20:32.263 --> 00:20:37.030
We're remodeling a fire station in Armona.

00:20:37.030 --> 00:20:38.942
That should be done here shortly.

00:20:39.915 --> 00:20:41.522
We also have other issues that are problems.

00:20:41.522 --> 00:20:44.203
You know we don't have Houston Avenue done.

00:20:44.203 --> 00:20:51.588
You know we had a flood, took the bridge out and we were told we had to wait for FEMA to give us a go ahead.

00:20:51.588 --> 00:20:54.182
We waited a year, year and a half.

00:20:54.182 --> 00:20:56.022
Finally I went to DC myself.

00:20:56.022 --> 00:21:00.586
I talked to Congressman Fong, I said, hey, I need some help, and so they started working on it.

00:21:00.586 --> 00:21:06.227
So I think I believe we're at the stage right now where we're going through NEPA and CEQA.

00:21:06.227 --> 00:21:09.498
We've had the Tachy Palace.

00:21:09.498 --> 00:21:14.583
They have the right to come out there and survey the area, make sure we don't mess up any burial grounds.

00:21:14.583 --> 00:21:16.444
Fish and Game has looked at it.

00:21:16.444 --> 00:21:22.451
I think they've given us the green light and we already had it engineered and we're going to probably go out for bid here pretty soon.

00:21:24.414 --> 00:21:25.155
But that takes forever.

00:21:25.155 --> 00:21:25.837
Yeah, that's a great update.

00:21:25.837 --> 00:21:33.009
Thank you for bringing that up, because that was one of the questions I was going to ask the road department about that.

00:21:33.009 --> 00:21:37.336
I interviewed someone, gosh, two years ago about that, because people are concerned.

00:21:37.336 --> 00:21:41.207
You know you've got 198 has had closures because of high speed rail.

00:21:41.207 --> 00:21:42.738
Now Grangeville has closures.

00:21:42.738 --> 00:21:46.186
Houston's been closed for over two years, so that's a great.

00:21:46.186 --> 00:21:46.936
That's a great update.

00:21:46.936 --> 00:21:47.539
Thank you for that.

00:21:47.921 --> 00:21:49.829
Yeah, it's a shame that we don't have.

00:21:49.829 --> 00:21:59.296
You know, we're elected and we're in control, but we're really not in control and so if we make a mistake and go against the state or federal government, they punish us and we lose our funding.

00:21:59.296 --> 00:22:04.516
And so you know people say, well, just do it anyways and don't utilize the state or federal funding.

00:22:04.516 --> 00:22:06.019
But we need their funding.

00:22:06.019 --> 00:22:08.086
You know we don't fund ourselves.

00:22:08.086 --> 00:22:09.415
We're not self-funded.

00:22:09.455 --> 00:22:16.409
It'd be nice to create enough revenue to not need the state, but we need to have a working relationship and that's what our job is as elected.

00:22:16.409 --> 00:22:24.305
We have to go to Sacramento and we have to go to DC and have those communications and face-to-face meetings so people understand what our needs are.

00:22:24.305 --> 00:22:25.728
And that's where I come in.

00:22:25.728 --> 00:22:32.505
I've been doing it for 15 years and I've built up a lot of relationships and I don't look at Republican or Democrat.

00:22:32.505 --> 00:22:34.518
I try to get in the office.

00:22:34.518 --> 00:22:42.846
You know I've received more money from the Biden administration than I did from anybody else, and I think that's because of the stories I tell and how I present my projects.

00:22:43.976 --> 00:22:55.222
So this is the opportunity for you to give some shout outs to some people in the office here at the County Government Center who make the Board of Supervisors operation run, who are some people that really help out.

00:22:55.855 --> 00:22:57.840
Well, we have a new CAO.

00:22:57.840 --> 00:22:58.762
She's on her second year.

00:22:58.762 --> 00:22:59.846
Her name is Curie Martinez.

00:22:59.846 --> 00:23:04.224
She's a young professional and she's done a great job.

00:23:04.224 --> 00:23:05.407
She adds a little humor to it.

00:23:05.407 --> 00:23:06.356
People like her.

00:23:06.356 --> 00:23:07.479
There's no controversy.

00:23:08.320 --> 00:23:12.277
We had Larry Spikes for the longest lasting CAO in the state of California.

00:23:12.277 --> 00:23:18.823
It worked fine with him, but then we went through a transition through different CAOs and we have one now.

00:23:18.823 --> 00:23:20.287
I think was going to be here for a long time.

00:23:20.287 --> 00:23:26.105
Once those problems are resolved, like they are today, things work smoothly.

00:23:26.105 --> 00:23:27.548
She has a full staff.

00:23:27.548 --> 00:23:29.077
She has two assistant CAOs.

00:23:29.077 --> 00:23:30.962
The second one just started on Monday.

00:23:30.962 --> 00:23:33.288
Gives her time to do her job.

00:23:33.288 --> 00:23:38.176
Started on Monday.

00:23:38.176 --> 00:23:39.619
Gives her time to do her job and a separation from budget.

00:23:39.660 --> 00:23:41.001
Our budget is huge and it's a constant concern.

00:23:41.001 --> 00:23:47.702
We just finished up, you know, giving, I think, $12 million to our staff last year pay raises and of course they want more this year.

00:23:47.702 --> 00:23:50.135
So we'll try to find revenue to make that happen.

00:23:50.135 --> 00:23:53.980
We got to be competitive in the state of California and we have great staff here.

00:23:53.980 --> 00:24:01.549
You know we have three clerks in our office that take care of our scheduling and all our calendars and stuff like that.

00:24:01.549 --> 00:24:02.431
It's nice.

00:24:02.954 --> 00:24:03.900
We have a new fire chief.

00:24:03.900 --> 00:24:08.084
He's only been here two weeks, but so far so good.

00:24:08.084 --> 00:24:08.865
He's done a great job.

00:24:08.865 --> 00:24:13.980
We had a lot of issues with the fire department that we're trying to get resolved, but I think now we've got stability.

00:24:13.980 --> 00:24:17.365
We have a sheriff that's retiring November 24th.

00:24:17.365 --> 00:24:19.907
We've had a good run with Dave Robinson.

00:24:19.907 --> 00:24:24.655
He's a great guy and he's got good visions and it's always amazing.

00:24:24.655 --> 00:24:37.913
So I travel to Sacramento to look for funding and lobby for our county with our legislative platform and I come across our sheriff doing the same thing for us with our legislative platform and I come across our sheriff doing the same thing for us.

00:24:37.913 --> 00:24:50.184
And so it's nice to be back-to-back and have a sheriff that's not afraid to go look for funding, not just for his department but for the fire department, and so he was a big, very instrumental in helping us find money for the fire and he's working with fire to help make sure that new fire headquarters get built.

00:24:50.184 --> 00:24:51.855
And we're going to build that building.

00:24:51.855 --> 00:24:59.663
We have the courthouse, we have the jail, we have the sheriff's headquarters and we have the day reporting and then we're going to have the fire headquarters.

00:24:59.702 --> 00:25:11.592
We've never had a standalone building, so it takes a community to get this done and when we're not arguing about issues, I watch other communities argue over simple things.

00:25:11.592 --> 00:25:13.977
They argue about roundabouts.

00:25:13.977 --> 00:25:18.786
I remember one year years ago they argued for a whole year over where they should put the constitution.

00:25:18.786 --> 00:25:26.739
A congressman gave the city council a constitution and somebody made frames and hung it up, and then everybody else was offended because they didn't have a say in it.

00:25:26.739 --> 00:25:28.965
So you got to knock it off.

00:25:28.965 --> 00:25:31.038
I think you need to stay off social media.

00:25:31.038 --> 00:25:35.785
You need to make decisions based on your own, from who you are.

00:25:35.785 --> 00:25:44.441
Social media can only distract you because people give you opinions that don't matter, and you have to be able to make a mistake and accept it if you make a mistake.

00:25:44.441 --> 00:25:50.086
I've made mistakes in the past too, but it's a team that we have here that makes this work, and we have a great team.

00:25:51.096 --> 00:25:56.067
Well, those are wise words from County Board of Supervisors, district 3, doug Verboon.

00:25:56.067 --> 00:26:03.748
Doug, I want to thank you for joining us today, and I think we're going to be having some more conversations in the future, because there's a lot to talk about.

00:26:03.748 --> 00:26:07.705
We just barely scratched the surface today, but I want to thank you for your time.

00:26:07.955 --> 00:26:14.825
Yeah, we didn't talk about water, and that could take about three hours, so that's important for the future of Kings County, but we'll get there.

00:26:14.825 --> 00:26:15.906
Thank you, doug.

00:26:15.906 --> 00:26:16.367
No, thank you.

00:26:19.796 --> 00:26:21.824
