City decisions rarely feel urgent until they touch your block, your commute, or your kids’ route to school. This week’s wrap brings it all home with quick, plain‑spoken highlights from Hanford’s council meeting—what changed, what’s next, and how you can plug in without scrubbing through hours of video.

We start with a simple promise: official, rotating wrap‑ups on the city’s Facebook, Instagram, and YouTube so you can get the facts fast. From there, we dig into a surprisingly powerful quality‑of‑life win: renewing crow abatement downtown with Main Street Hanford and Hawk on Hand. Cleaner sidewalks, safer walkways, and a more welcoming core help local shops and events thrive through the winter roosting season. Then we celebrate our fire department—six well‑earned promotions and seven new firefighters stepping forward after an eight‑week academy focused on vehicle extrication, mass casualty response, and real‑world skills that save minutes when minutes matter.

On the policy side, we unpack three consent approvals that punch above their weight. A solar facility at the wastewater treatment plant with Optera Energy Services is set to cut operating costs and emissions at one of the city’s most energy‑intensive sites. Renewing work with federal partner Thorn Partners keeps Hanford competitive for grants and programs that fund streets, safety, and infrastructure. An amended lease with the Valley Community Small Business Development Center keeps startup support in our historic train station, where founders can access coaching and capital readiness close to transit.

Safety takes the spotlight with a new ordinance for bicycles, e‑bikes, and e‑scooters—clear rules plus enforcement tools designed to protect riders and pedestrians after five injury collisions this year, including one fatality. We also point you to the Kings‑Tulare High‑Speed Rail Station Transit Oriented Development Plan at hanfordca.gov/HanfordConnected, a guide for walkable growth around the future station. Finally, we share dates you’ll want on your calendar: the city manager candidate meet and greet, Winter Wonderland, and the next council meeting.

If this quick tour helps you feel more connected to the work, follow our socials, share the episode with a neighbor, and leave a review with the topic you want us to explain next. Your questions shape what we cover next time.

00:00:01.439 --> 00:00:10.800
You're listening to a special episode of the Hanford Insider Podcast, featuring Mayor Mark Kyrus's Wednesday wrap-up of the recent Hanford City Council meeting.

00:00:11.359 --> 00:00:12.400
Hello, Hanford.

00:00:12.480 --> 00:00:14.080
I'm Mark Kyrus, your mayor.

00:00:14.480 --> 00:00:18.399
I hope all of you had a Merry Christmas and happy holidays.

00:00:19.039 --> 00:00:25.359
By now, you may have seen one of our former mayor, Travis Payton's Wednesday wrap-up videos.

00:00:26.079 --> 00:00:35.920
These videos were a fantastic way of summarizing what occurred at our Tuesday night city council meeting in a fun and engaging format for our community.

00:00:36.640 --> 00:00:44.000
We want to continue to give the highlights of our meetings so you don't have to sift through our agenda packets or sit through the entire meeting.

00:00:44.159 --> 00:00:50.399
Although you can still do both of those things if you want to take a deeper dive on an agenda item.

00:00:50.799 --> 00:00:59.679
Moving forward, we'll be posting these videos on the city's official social media pages, including Facebook, Instagram, and YouTube.

00:01:01.039 --> 00:01:03.600
It may not always be me in front of the camera.

00:01:03.920 --> 00:01:09.599
We're going to try to bring in other council members and possibly even city staff.

00:01:10.640 --> 00:01:17.359
Without further delay, let's get into what happened at the December 16th Hanford City Council meeting.

00:01:17.599 --> 00:01:19.519
We'll keep this one concise.

00:01:20.319 --> 00:01:29.519
In our study session, the council received a presentation about our crow abatement services and a new contract for those services for 2026.

00:01:30.159 --> 00:01:37.280
The City and Main Street Hanford partnered to pay for these services, provided by a company called Hawk on Hand.

00:01:37.840 --> 00:01:45.200
For years, this successful program has kept crows and their unsightly droppings out of our downtown area.

00:01:45.680 --> 00:01:46.879
At the 7 p.m.

00:01:47.040 --> 00:01:52.959
for our regular session, we recognize the promotion of six members of our Hanford Fire Department.

00:01:53.200 --> 00:02:08.479
Captain Jared Turner, Fire Captain Christopher Freddiani, Fire Captain Matthew Martinez, Fire Engineer Brian Wolfe, Fire Engineer Cody Neal, and Fire Engineer Timothy Bullshit.

00:02:09.039 --> 00:02:11.840
We also introduced seven new firefighters.

00:02:12.159 --> 00:02:25.039
Three recruits are just now finishing up the Department's Firefighter Academy, an eight-week intensive training that covers everything from vehicle extrication to mass casualty response.

00:02:25.439 --> 00:02:55.360
A couple of highlights from our consent calendar include the approval of the contract with Optera Energy Services for the design and construction of our solar facility at the city's wastewater treatment facility, the renewal of the annual agreement with our federal partner lobbyist Thorn Partners, and the approval of an amended lease agreement with Valley Community Small Business Development Center, which allows them to continue using space inside of the city's own train station.

00:02:55.520 --> 00:03:05.759
In general business, we received a presentation from our police department about a new ordinance related to the regulation of bicycles, e-bikes, and e-scooters.

00:03:06.080 --> 00:03:14.319
In addition to implementing rules for riding, the ordinance establishes enforcement mechanisms and penalties for violations.

00:03:14.879 --> 00:03:20.479
The intent is to create a safer environment for riders and other members of the public.

00:03:20.960 --> 00:03:31.599
According to Hanford Police Chief Stephanie Huddleston, there have been five injury traffic collisions involving e-bikes and e-scooters this year, including one fatality.

00:03:32.400 --> 00:03:38.080
We also adopted the King's Tillary High Speed Rail Station Transit Oriented Development Plan.

00:03:38.319 --> 00:03:48.000
To see this plan, visit our website at www.hanfordca.gov slash Hanford Connected.

00:03:48.719 --> 00:03:58.319
Don't forget our city manager Canada's community meet and greet is on Monday, January 5th, 2026 from 5.30 to 7 p.m.

00:03:58.639 --> 00:04:03.599
in the City Hall Training Room located at 319 North Dodby Street.

00:04:03.840 --> 00:04:08.479
Our next council meeting is scheduled for Tuesday, January 20th.

00:04:08.879 --> 00:04:13.360
And don't forget, Hamper Winter Wonderland runs through January 11th.

00:04:13.759 --> 00:04:16.720
Thanks for watching and Happy New Year!
